As an author, I can actually understand their point of view. They don't really want people to strip their characters naked. However, they also were wary about making the game moddable for EXACTLY this reason. That said, the devs stated they wanted the game to be fully open to modding, so your wish might actually come true. If you can't, then all you'll get is those crappy texture mods that make clothing "see through". The only way a truly nude Cindy mod can become available is if there's already a female model that's "naked" in the game, or if you're able to import mesh.
